Education is development's most basic building block and a vital contributing factor to the alleviation of poverty. Education develops knowledge and skills which equip people to participate fully in the economy and in society. Education helps those in poverty to increase their earnings, resulting in increased living standards. Education and training is the largest component of the Indonesia Australia Development Cooperation program. It is nearly half of the total program.
Expanded support for basic education (primary and junior secondary) is an important element of the development cooperation strategy agreed between the Australian and Indonesian governments in 2003. It aims to help Indonesia improve the quality and accessibility of primary and early secondary schooling, mainly in the secular system but also, to some extent, in mainstream Islamic schools, which form part of the state education system and teach a predominantly secular curriculum. Australia is playing a prominent role in identifying education sector needs and possible responses in consultation with the Indonesian Government and other donors, including the World Bank and the United States. For example, Australia is working closely with the World Bank and the Indonesian Government on a major review of Indonesia's education sector. The review's results, currently being discussed by the Indonesian Government, will provide an important framework for any new education assistance from Australia, the United States, the multilateral development banks and other donors. Australia is also encouraging a partnership of donors to work with the Indonesian Government on a coordinated approach to the implementation of reform priorities identified by the review. In addition to support for basic education, Australian aid projects support improvement in the quality technical and vocational education and in meeting the human resource development needs of Indonesia in key areas of development priority.
