Indonesia-Australia Partnership in Basic Education (IAPBE)

Background

The Indonesia-Australia Partnership in Basic Education contributes to increasing the accessibility and quality of basic social services. Emphasis is placed on interventions that improve district and school administration, including supporting community-based school management and improving the quality of teaching. The Partnership works in primary and junior secondary schools in both the secular and Islamic education systems.

Description

The goal of the Partnership is to help improve the quality and management of basic education in Indonesia by building the capacity of selected local governments, schools and community groups to plan, manage and deliver quality basic education services.

IAPBE focuses on four interrelated components: governance, government administration, school development, and project management.

The Partnership will run for three years in three districts in East Java: Gresik, Jombang and Jember, and work in parallel with other basic education donors in East Java to avoid duplication of effort and provide opportunities for collaboration.

Achievements/outcomes

• Improved planning capacity including the development of district five-year education development plans, developed by stakeholders and signed off by the head of education in each district.
• Improved service delivery through the linking of district education budgets directly to education plans.
• Introduction of a needs based Education Management Information System (EMIS) to collect information to improve planning and management of schools.
• Training and support materials provided over 3,300 principals and teachers in school based management, active teaching and learning, community participation and cooperation and strategic planning.
