Background
This program aligns itself with AusAID's policy for Australian Development
Assistance in Health (August 2006) which has an emphasis on systems strengthening,
broader programmatic approaches and donor harmonisation. In building on
experiences from other AusAID programs in Indonesia it will increase policy
dialogue and engagement on reform with the Government of Indonesia.
Description
This initiative aims to improve health systems performance and accountability
through policy support, donor coordination, and evidence- based planning
and budgeting. This program is currently in the design phase. Activity
design is focussing on:
- Developing close relationships with Ministry of Health (MOH) to strengthen
(among other things) health financing, social health insurance and health
workforce planning and development, through the provision of technical
assistance and institutional partnerships to support sector reform;
- Coordinating with and supporting the strategic interventions of other
donors (including the Asian Development Bank's proposed Poverty Reduction
and Millennium Development Goal Acceleration program, GTZ's national
policy reform initiative and the World Bank's sector review which are
linked to health sector policy reforms);
- Strengthening donor coordination in support of health sector reform
through workshops and other activities;
- Commissioning and disseminating priority health research conducted
by Indonesian and international experts; and
- Improving the quality, analysis and dissemination of the annual Susenas
Survey and the periodic Indonesian Demographic Health Survey.
