Background

The Government Partnership Fund (GPF) is a A$50 million, five-year program to build Indonesia's economic, financial and public sector governance capacity. It is an initiative of the Australia Indonesia Partnership (AIP).

Description

The GPF provides the opportunity for Australian government departments and agencies to exchange skills, knowledge and expertise with key public sector institutions in Indonesia, and to build long-term institutional partnerships.

GPF activities focus on building Indonesian governance capacity in the economic, financial and public sectors, and other priorities determined by the Joint Commission. GPF activities are approved for funding by a Secretaries Committee and must receive Indonesian Government endorsement. Activities must be designed, planned and implemented jointly between Australian and Indonesian counterpart agencies, have a development focus and demonstrate sustainable benefits.

Activities are primarily in the form of training and technical assistance, including:

  • Internships, secondments, work attachments or training for Indonesian staff with Australian counterpart organisations.
  • Deployments of Australian staff to Indonesian counterpart organisations.
  • Australian secondments to support Indonesian development, implementation and embedding of revised procedures or methods.
  • Provision of materials necessary to the implementation of such activities.

Achievements/outcomes

  • 338 Australian and Indonesian officials have exchanged skills and experience in various areas of expertise, including auditing, macroeconomic forecasting and modelling, risk-based financial market supervision, prospectus review, surveillance and enforcement, Ombudsman services, Cabinet processes and monetary policy under inflationary targeting.
  • Establishment of partnerships between 13 Australian Federal Government agencies (some in partnership with State Government) and 16 Indonesian agencies.
