Counter-terrorism Capacity Building Initiative
BackgroundFollowing the Bali bomgings in 2002, the Australian Prime Minister announced a A$10 million, four-year Counter Terrorism Capacity Building Initiative with three broad priorities for assistance: restricting the flow of financing to terrorists, enhancing travel security by strengthening airport, immigration and customs control capabilities, and building the capacity of the Indonesian Police Force (POLRI) on counter-terrorism and transnational crime. DescriptionAustralia has been providing considerable assistance to Indonesia to strengthen its anti-money laundering regime over a number of years. Through this Prime Ministerial initiative, assistance is being consolidated and extended to stem the flow of financing to terrorists, including by supporting the effective establishment and operation of Indonesia's Financial Intelligence Unit, the PPATK. In cooperation with the Australian Customs Service, the Department of Transport and Regional Services and the Department of Immigration and Multicultural and Indigenous Affairs, AusAID is supporting a range of assistance measures designed to improve the counter-terrorism capacity of key Indonesian agencies responsible for managing the movement of people and goods across Indonesia's borders. The Australian Federal Police has commenced a program to build the counter-terrorism skills of the Indonesian Police. The program involves the delivery of a range of training, institutional support for the establishment of a Transnational Crime Centre and the development of a case management information system.
