Background

In 1999, the Ministry of National Education, UNESCO and UNICEF jointly developed Creative Learning Communities for Children to improve the quality of primary education. CLCC is currently working across 41 districts in nine provinces in Indonesia.

The program's aim is to improve the quality of learning for children in primary schools in Indonesia and, in so doing, improve the quality of education.

Description

Starting in 2004, the Australian Government is providing A$4.8 million to support CLCC activities in thirteen districts in seven provinces.

The CLCC program has three core components: a) active, joyful and effective learning; b) school-based management; and c) community participation. All three components are purposefully linked and directed to improve the quality of teaching and learning in classrooms. A fourth component, Advocacy and Model Dissemination, links the CLCC model to policy formulation, and promotes its widespread dissemination and adoption. The fifth component is Program Management and Coordination.

Achievements/outcomes

  • Levels of student attendance and participation rates are increasing, and repetition and drop out rates are generally decreasing.
  • School based management processes are being progressively embedded in the governance and management of CLCC schools.
  • There is strong community commitment to this system. Parent confidence in school is increasing, while their interest and understanding of teaching and learning process have improved. Funding and in-kind support to the schools have increased as a result of community participation.
