Project Background

The Australian government has been providing scholarships for study in Australia since the 1950s. In that period, over 10,000 Indonesians have studied in Australia. The program currently offers over 300 scholarships per year at the post-graduate level to Indonesians in both the public and private sector.

Description of goals/objectives

The goal of the ADS Program is to assist in reducing poverty and achieving sustainable development through human resource development.

The program's purpose is, through the provision of long-term scholarships, to assist Indonesians to acquire relevant knowledge, skills and qualifications so that they can facilitate capacity building in priority development areas consistent with Australia's Indonesia Country program Strategy agreed between the Australian and Indonesian governments.

Key objectives are:

  • To strengthen an individual's capacity to contribute to development in Indonesia;
  • To contribute to the HRD needs of an individual's home organization, where relevant;
  • To address identified HRD needs in targeted organizations associated with Australian aid activities.

This will be achieved by providing post-graduate scholarships for Indonesians to study in Australia and working in close cooperation with the Indonesian Government to deliver a program which is flexible to Indonesia's changing training needs.

Consistent with the principles of AusAID's education and training policy (August 1996), the ADS program will be implemented to ensure: quality (of project personnel, fellows and procedures); transparency (of selection); equity and merit (in the awarding of fellowships); access (of beneficiaries to scholarship documentation and information); and consistency (in award administration).

Scholarships are offered in fields of development priority for Indonesia, as agreed annually by the Australian and Indonesian governments. These fields currently are: Economic Management, Democratic Institutions and Practice, Basic Social Services, and Security and Stability.

Scholarships are awarded on the principles of merit and equity. The program also takes into account several development objectives. Selection is undertaken by an independent team of Australian and Indonesian academics. The program provides an equal number of scholarships to men and women and 30 percent of scholarships are offered to candidates from Indonesia's poorer eastern provinces, where access to high-quality education is limited.

A new phase of the ADS program has commenced in August 2003. The program offers many of the same features: post graduate study in Australia for the public and private sector, but with an increased emphasis on links to other AusAID project interventions. The ADS 2006 intake is available as of 1 June 2005.

Australian Partnership Scholarships (APS)

The Australian Government is providing up to 600 additional post-graduate scholarships to Indonesia funded through the Australia Indonesia Partnership for Reconstruction and Development Program (AIPRD) grant funding at a cost of approximately A$62 million.

The Australian Partnership Scholarships (APS) is managed through the existing Australian Development Scholarships (ADS) mechanism, but is badged separately and distinctively as Australian Partnership Scholarships. As distinct from ADS, the APS program will:

  • only offer Masters, graduate diploma and certificate level scholarships;
  • target those who already have a local post-graduate qualification;
  • source applicants from all over Indonesia;
  • focus on the economic governance; public sector management and education sectors.
