Project Background

Australia is working together with the WSP-EAP World Bank to assist the Government of Indonesia develop and adopt a comprehensive policy framework for rural water supply and sanitation. The new policy framework has now been completed and encourages initiatives that are driven by consumers. The project has taken lessons learned from other water and sanitation projects which operate at the community level. It is also testing policy initiatives and approaches, developed by WASPOLA, either through other projects or through the development of specific demonstration activities.

Australia has supported the Indonesian water supply and sanitation sector since the 1970s. Most projects have focused on the implementation of water supply and sanitation systems. The WASPOLA project allows AusAID to build on this extensive experience and to have a greater impact by working at policy level.

Achievements

The main achievements of the project have been to:

  • facilitate the government's formulation of a National Community-based Water Supply and Environment Sanitation Policy;
  • introduce demand-driven, participatory approaches to water and sanitation issues;
  • test and evaluate the impact of pilot approaches to water supply and sanitation services in villages and small towns;
  • develop the capacity at local and national levels to design, manage and evaluate potential investments and recurrent operations and maintenance activities.

A recent review of the WASPOLA project, found that it had been largely successful in achieving its aims and objectives. AusAID is now considering supporting a next phase of WASPOLA to promote implementation of the national policy at the district level. It is expected that the new phase will commence in late 2003 or early 2004.
