Project Background

The economic crisis dramatically increased the Government of Indonesia’s demands for technical assistance in the economic governance area. In response to this demand, AusAID proposed the establishment of a Technical Assistance Management Facility. Indonesia agreed to the development of this Facility in the second half of 1998.

Description of Goals/Objectives

The Indonesia Australia Technical Assistance Management Facility involves the sustained and managed provision of advisory services to key Indonesian Government agencies. It operates as a flexible and responsive mechanism capable of providing assistance quickly and efficiently. The goal of the program is to support public sector policy-making and program implementation consistent with the Indonesian Government’s reform agenda, particularly focusing on economic reform.

A strategic, focused program of activities is employed, involving the transfer and adaptation of leading-edge Australian systems and expertise of relevance to Indonesia. Requests for assistance are met through one or a combination of the following mechanisms:

  • placement of Australian experts and advisers (both short term and long term) in strategic policy or management areas of key Indonesia ministries;
  • the delivery of seminars and workshops in Indonesia;
  • study visits to Australia by key Indonesian decision makers to provide exposure to Australian systems, expertise and skills relevant to Indonesia;
  • placement of Indonesian officials in Australian departments and agencies to observe and learn from Australian programs.

Key activities under TAMF II:

  • Banking reform, through assisting the Ministry of Finance (MoF) establish the Monitoring and Governance Unit which is over sighting the recovery and sale of four state owned banks.
  • Tax Reform, through assisting the DG Tax establish the Large Taxpayers' Office in collaboration with the IMF.
  • Anti Money Laundering, a series of assistance to support the GOI establish an internationally accepted anti-money laundering regime.
