Project Background

The Sanitation by Communities Project (Sanitasi oleh Masyarakat/SANIMAS) will help six to eight (6-8) self-selected urban communities in East Java and Bali prepare and implement community-based sanitation programs of their choice. The systems will become demonstration projects to promote community-based sanitation in Indonesia.

SANIMAS is being implemented within the framework of the AusAID-supported Water & Sanitation Sector Policy Formulation and Action Planning Project (WASPOLA). An executing NGO, together with local facilitating agencies in each city selected for the project, will provide technical assistance to participating communities and local governments.

The project is unique in that it acts upon community, rather than government initiative. It aims to assist civil society and local governments mainstream community-based sanitation in poor urban communities. The project will further develop and trial demand-responsive approaches to community based sanitation in Indonesia, demonstrate them in new areas, and develop modalities for scaling up within the context of overall urban development planning.

Description of Goals/Objectives

The project aims to:

  • Provide technical assistance to implement community-based sanitation - from planning through operation and maintenance, addressing technical, social, institutional and financial aspects of delivering community-based sanitation to ensure that the most appropriate system is chosen and properly constructed, operated and maintained by community residents, contractors, and local authorities;
  • Develop information, education and communication packages to support the implementation of community-based sanitation;
  • Provide training and capacity-building for local governments, communities and NGOs; and
  • Analyse and disseminate lessons learned and best practices of community-based sanitation both within Indonesia and to regional and global sector practitioners.

Cities which have selected themselves to participate include:
Kota (City) Kediri, Kota Mojokerto, Kota Pasuruan, Kota Blitar, Kabupaten (Regency) Pamekasan, Kota Denpasar, Kabupaten Bangli, and Kabupaten Sidoarjo.
