Project Background

The environment, particularly maritime resource management, is a clear priority for the Government of Indonesia. Indonesia’s coral reefs are a major productive and ecological asset. Their protection and sustainable management is important for fisheries, tourism, natural heritage and shoreline protection.

The Coral Reef Rehabilitation and Management Program (COREMAP), a national program aimed at the management of coral reefs in the Indonesian archipelago, was launched in September 1998 by the Government of Indonesia. It is intended to have strong community involvement and has a major focus on sites in eastern Indonesia. The COREMAP Program consists of a number of phases, and is to be implemented over 15 years. Phase One of the Program is supported by the Government of Indonesia, the World Bank, the Asian Development Bank, Australia and Japan. The Australian input to COREMAP is for three years until April 2004.

Australia is supporting the national capability-building and training for the COREMAP Program and a coral reef community based planning and management sub-project. The community-based management sub-component is taking place in villages along Maumere Bay, Sikka, Flores (East Nusa Tenggara).

Of the broader COREMAP program, the Asian Development Bank is funding the research and monitoring component and a pilot project for community based management in Riau. The World Bank is financing public awareness and law enforcement components and pilot projects for community-based management in South Sulawesi and Papua.

Description of goals/objectives – Australia’s COREMAP Project

The national capability-building and training component has several goals. It aims to improve the ability of key stakeholders to undertake, in a participatory way, planning and management, of coral reefs and coastal zones. It will also support training, applied research and dissemination of information. The training supported by Australia focuses on three main areas:

  • Community capability building for the four community-based pilot projects (Papua, South Sulawesi, Riau and NTT);
  • Institutional strengthening for coral reef management in the four community-based pilot projects and in the national Project Management Office;
  • Information management and training skills development for the four community-based pilot projects.

The NTT sub-project in Maumere, of East Nusa Tenggara (NTT) was launched on 1 June 2001 and will run until April 2004. Its goal is to develop and strengthen participatory planning and management processes to sustain and conserve coral reefs and coastal zones. The community based management sub-project involves:

  • Participatory Planning for Sustainable Resource Use and Management: To develop and implement Kabupaten Sikka's coral reef and coastal resources management plan through participatory and inclusive processes;
  • Information and Education: To establish and maintain a user-friendly Coastal Resource Information (CRI) System that will facilitate resource planning and management;
  • Control and Surveillance: To improve the effectiveness of control and surveillance to support sustainable resource use and management.

The pilot project was initially mobilised in April 2000 in Kupang Bay but had to cease in September 2000 and move location due to the deteriorating security situation in West Timor.
