Bapedal Regional II Institutional Strengthening Project (BRISP) (Completed)
Project BackgroundProtecting the environment from the dual pressures of economic development and poverty is a key challenge for eastern Indonesia's environmental management agencies. The BAPEDAL Regional II Denpasar Institutional Strengthening Project aims to improve environmental management capabilities in the eastern islands. The project began in May 1999 and will be implemented over a five-year period. The project provides management and technical support to the Denpasar Regional office of the national environmental management agency. Australian assistance will help improve staff skills and the capacity of the Ministry of Environment's Regional office to carry out its role as an extension office for national environmental programs, and to act as a mentor and advisory agency for environment bodies at the provincial and district level. In November 2001 BAPEDAL ceased to exist as a separate central agency and its functions were absorbed into a new central Ministry of Environment. Project objectives and activities have been revised in response to new GOI environment policies. Greater emphasis is placed on strengthening BAPEDALDA at the provincial and district levels, and other environmental agencies. Capacity building is being provided primarily through 'action learning' techniques to address priority environmental management issues in eastern Indonesia, such as mine site operations, coral reef protection, zone management and land degradation. A key feature of the action learning program is the involvement of stakeholders - government, industry and communities -- in tackling environmental problems. Support for the Regional Office of Ministry of Environment in Denpasar builds on earlier Australian assistance to environmental management agencies in Indonesia.
